This is an issue with a second payment that was taken from my debit card in May 08 (for £195). The problem is this was from a joint account (with Halifax) and me and my partner are no longer together. I spoke to someone who told me it should be no problem to get this payment back but my partner would need to call them as it is now solely his account. So my ex-partner called, spoke to someone else and they said because its been so long in reporting it, they can't do anything. Is this true? What can I do?

The payment was for an online distance learning course with the National Home Study College. Turns out now the whole college has shut-down without warning and not sent me 1/2 my course and therefore I really want the first payment back too - but one thing at a time

I used a debit card for a Halifax High interest current account.
I would much rather get my money back from the company itself anyway How can I get started issuing a claim? Will there be high charges? I'd like to get justice even more than the money!

You will need to send them a letter before action, detailing the nature of your claim.
However, since Astra Corporation Ltd, trading as the National Home Study College has ceased to trade and their homepage displays a message that mail will be forwarded to the Official Receiver, I suspect you may be out of luck.
You may begin your claim with a letter before action and await a response and if you do issue a claim, you will join the list of creditors, probably somewhere near the bottom sadly.
