  • Intention to form legal relations

    A query about a point of law, specifically holding someone responsible for misleading a person about their intention to form a legal relations part of a contract. If an airline states they will waive a change fee for a flight on seeing proof of the deceased i.e. a death certificate, then refuses to waive the fee when said proof is produced, can they be held responsible? They haven't entered into the formal agreement that constitutes a contract, but I think they cannot mislead about their intention to do so and can be held accountable. Am I wrong?
