College Fee?

I started my apprenticeship when I was 16. I went to college for two years. I am now 19 and I am thinking about leaving due to wanting to progress. My employer is under the impression that I have to pay my course, but I thought that I was funded by the government as I was under 18?

Could someone tell me if I'm correct/wrong?
