ppi and debt management

Hi please can you advise me about ppi and a debt management plan. I have been in a debt management plan for the past 4 years. One of the debts I had was with the RBS but has since been passed to a company called Capquest who I pay monthly. On the documentation from RBS the account is logged as being closed. Could you tell me if this means that the debt has been sold on to capquest. Today I was made an offer by RBS , I would also like to know whether they are able to use the offer to knock of the debt I owed them even though it has now been passed to another company and also whether the money can be passed to Capquest. I can't seem to find out this information.
