Non recieved parkung fine

Hi out of the blue this morning I have received a debt recovery plus letter telling me to pay a fine that apparently I got in May this year. It states that I have had a ticket and three reminders I have never received anything for this alleged parking fine back in May. It is now now.and the hands of the Debt Recovery plus people and I am trying to appeal or find out more about the alleged offence and I'm going round in circles I really don't know what to do can you help
