    Dear Legal Beagles, I'm returning once again to this great website for sound advice!

    In a nutshell, I am a single person household and have the single person discount for my council tax. My sister now wants to move onto a houseboat, and for obvious reasons needs an address for mail. Is my council tax affected by her using my address for her bank statements/doctor etc. to be sent to. She will NOT be resident in any way. I am and will remain the only person on the electoral register for this address. Also, if she were to, for example, fail to pay a parking fine and should proceedings develop where would I stand with a potential bailiff who has a piece of paper saying from the dvla saying she lives at my address?
