  • car towed, then released

hi everyone! bit of a strange one here. I've been in an ongoing back and forth with the local council about some parking tickets incurred in and around the lockdown period.
will expand if necessary but long story short I wanted to know if I could pay the original fines as I didn't know they were building up, have been in a back and forth via email for some time and I have been waiting to hear how much I have to pay. I recently started working and I emailed to say that I would forget the appeal and just pay the fines but would have to wait until I got paid in a couple of weeks. someone was on leave and didn't see my email and today i went to my car to go to work and found it was missing. i tried the trace phone number and they didnt have it so i phoned the police and they found it had been taken away by a private company.
I phoned the company who refused to tell me where my car was until I paid over double the amount due.
I phoned the council and was given a scripted speech about what i should have done but I have been in dialogue for weeks and not trying to dodge this fine.
I was called back by someone connected to the case already about an hour after and told my car was being released without any penalty and I can pay the original amount owed next week as requested.

basically it nearly drove me mad today having to deal with it, I was due in work for a covid test so that I'm allowed to work next week and I couldn't find my car with no explanation and no idea when it was even towed.
it was taken to a car impound miles away from my home instead of the local council yard for some reason and then released with no charge as soon as I got on the phone to them.
I guess my question is, do I take the win of not having to pay impound and towing charges or have they dome something wrong to the point that I have a case against them. again I can expand on the details but I'm also pretty happy to just pay the fine which I was trying to do in the first place. their handling of it has been strange to say the least.
