12 August have been issued with a Council Penalty Charge Notice..as opposed to the MacDonalds Parking Charge Notice wrongly issued to me earlier this year.
I replied listing the appeal on the 12th. I was unloading numerous bags of compost for a resident, an Octagenarian I was helping / doing a favour for, and lugging the compost to the end of her garden about 250-300ft away. The car would not fit on her driveway and down the side of her house (we tried!) as it is a 1930s house with a very narrow drive, so the car had to be left in the road in order that the doors could be opened to get the load out. (A Fiat Panda just about fits on there, let alone a much bigger car).
I am not denying that the car wasn't parked in the road, but it was only there because it couldn't be parked otherwise...and for 15-20 minutes whilst unloading and carrying the compost to the bottom of the garden in 30-32 degree heat!
The ticket says the car was parked in a shared use parking place and wasn't displaying a valid permit or voucher, or pay and display ticket or payment of the parking charge... There are no P&D machines in that road, and the lady did not say about any kind of residents permit for unloading.
The Council insist on being told a postal address to correspond to, but if they are given a home address there is no-one there right now and so they will not get a response / any action if needed. Time is "up" for the initial 14 day "cheap" period on Wednesday.
Yesterday I reminded the Council that a decision is due on Wednesday, but they still refuse to reply with their verdict to an email address...something that I currently have frequent access to, unlike post sent to a postal address.
They accepted the appeal from email, yet won't reply to one with their verdict.
Do not recognise that posting a letter will not get a response because it will reach no-one, and constantly insist that they will only reply with a letter.
Do not consider that it is not environmentally friendly to print / post letters when an email has less environmental impact.
What is my exact position on this, surely if I send a postal address, and nothing actually reaches me, the cost will escalate and through no fault of my own I will be fined a bigger amount because the Council will not listen to what they are being told?
