    I have a question about why quarantine for travellers who have a theoretical risk of Covid (in most cases far less than if they had stayed at home) is essentially house arrest with threat of a huge fine, when track and trace quarantine where the person has actual risk of Covid after being in prolonged contact with someone known to have the virus, is voluntary self-isolation with no threat of a fine?
