BLANK ET3 SENT WITH grounds of resistance

I have filed against my previous employer at ET on the grounds of harrassment, Bullying, racial and mateniry discrimination, with unfair & constructive dismissal. Its a long long story but yesterday 31/01 was the last day for them to file an et3. Anyway they did send a blank et3 & grounds for resistance over email which is fine but et3 was blank. Is this right? I thought they had to complete the et3 and also attach grounds for resistance. It's not issue for me of course but just inquiring if any know the correct procedure*
