DWP debt management plan

I've been paying to a DWP debt management plan from benefits as agreed for 2 years but now they've given the debt to a debt collection agency who want me to pay alot more which I can't afford. I will be in more debt than I started with if I try to pay the new charge. How are they allowed to do this ?
