I received a parking charge notice from park watch for stopping at a red route.* The time, dates and photo was provided.* I appealed with them which they rejected. They cannot prove I'm the driver and this matter was taken to POPLA.* Signage was poor, duration of stay never given although evidence provided by me that the driver left within minutes.* No contract was agreed and landowner authority exists only with the previous owners and not the current owners. POPLA upheld this and decided I was successful. They then REVERSEd this decision based on a procedural error.* They refused to disclose to me what this was.* When I saw their reasoning for the new decision which happened to be that I was unsuccessful it appears they have simply allowed parkwatch to appeal the initial decision made.* They gave me no opportunity to address any points and no new evidence was presented by the operator. I have raised unsuccessful complaints against bpa and popla. I am happy to be taken to court on this matter but would like some advice on how to proceed...
