Inconsiderate neighbours

Hi I own my flat which is leasehold. My upstairs neighbour has extended his lounge over our bedroom and installed laminate flooring in all living areas making it very noisy. The lease which is the same for all residents states you must have close carpet in all rooms except kitchen and bathroom. I have spoken to the neighbour and was told I must expect some noise and that is flat life. Should I report it to the leaseholder and what action can be taken?
