Traffic noise

I've wrote to complain to my local council about the amount of noise pollution which comes from speeding motorists with these loud exhausts fitted to sporty cars, like VW Golf R, Audi S3/4/5 and Audi RS3/4/5/6, M3/4/5 etc etc. I live next to a main Rd and the problem has got worse over the past 12 months. After my first e-mail, the council blamed cost cutting measures imposed upon them. They also said that the accident database shown no increase over the past few years. I was advised to contact the Police. I expect I'll get the lack of resources/funding from them. I wasn't complaining about accidents, I was complaining about noise coming from speeding motorists. Could anyone please advise me where I stand from a legal perspective so I can force the council to address this problem? Maybe speed mitigation measures coukd solve it?
