  • Water Supply - neighbour will not pay his bill

    I have a water supply to my farm which feeds two other properties and another land owner.

    I pay all bills by Direct Debit in Advance, and have to chase Welsh Water for Quarterly statements. I ask the neighbours for readings and calculate bills as and when I can.
    Send through copies to neighbours phones with total owed and post a hard copy in their letter boxes.

    One neighbour has always been difficult, not a person that you can have a chat to or discuss anything and has never been friendly or courteous. He has normally paid his bills, usually late but they were paid. All other neighbours paid within a week of receiving the invoices. This neighbour had his bill in the normal way on 19th April for water bills up to Feb 19, it is only £29 however he as yet not given me payment.
    He will not pay by SO as he says he does not do internet banking !! I always get a cheque from him, which for me is inconvenient, but have accepted it as cannot be bothered in issues with the man

    I Text him this week to say could I have payment please. Just seen him earlier and called over to ask him if he wouldn't mind popping me the payment as its just about a month he has had the bill. He said 'when I get 5 mins' and ' if you give me the bills on time I would pay' He is being really difficult and can see this is going to be an ongoing problem which is not acceptable. I pay everything in advance.

    Can you advise legally where I stand, I certainly do not want to pay his bills going forward if he has this attitude and no payments.
