Executor will not open a Will

Hello! I'm hoping I can reach some people that have gone through something similar. My step-mother died just after Christmas. She has now passed for 9 weeks, her funeral and cremation have come and gone and the Executor still refuses to inform the beneficiaries. She is also refusing to allow us access to the house where all my father's belongings including his personal and family papers are. Has anyone gone through this? How did they resolve the issue?
