Congestion charge

I'm new to legalbeagles but would like some expert advice. My partner paid the congestion charge on the two occasions that he went through the zone. He had a letter from dept transport to which we responded with copies of bank statement showing payment. We heard nothing more until 1st June 2018, nearly a year later asking for £278 for none payment of charge. We've sent countless letters with proof even the card number details it was paid. Today he received another letter from task enforcement agency for £278. When he rang it was for late payment. We only ever had one letter from dept of transport & no other letters except demanding payment. This is very stressful but now they seem to have changed the reason. What can be done?
