Parking Fine

Hello. Im new hear, but have read a few threads on parking and I was hoping I might get some advice please. Ive just recieved a council parking fine for parking on council land that 2 weeks was OK to park on. Once I returned to the vehicle I saw there was a parking fine stuck on the windscreen. It was only on exiting the parking area that I noticed a new sign saying Clearway and restricted parking. This was brand new and I had not noticed it on entering this parking area. The sign was next to a wall and was high up. It was however a new good quality sign. Any suggestions? Thanks.
