Legallities of moving into property of an estate when Will has a permanent caveat

I am sole executor but have also been left house, my brother has been left residue but placed caveat on probate therefore house is empty. House was rented out prior to death and tenant has since refused to pay rent so was evicted owing money to everyone. Baliffs regularly call at house and I have concerns that they will break and enter if there is no one there to explain situation. As the house has been left to myself, what rights do I have to move into property to prevent baliffs entering and therefore me maintain the upkeep of the house and take over the bills to prevent further costs to the Estate?*
