IPC Parking Charge notice

Hi, Please could anyone help. I received at parking notice from IPC, However there are no double yellow lines where I parked and the sign was blocked by a van that was parked directly in front of it.
Has anyone got any experience of challenging IPC.? This is a beautiful woodland space and IPC have just been given the remit to revenue collect.
Any one with experience or knowledge of how to challenge IPC please steer me in the direction I need to go..??
