Submitted Representation and Received Answer 6 Months Later

Hello

A council PCN representation was submitted online around 6 months ago which they replied recently telling me there was sufficient grounds to cancel the PCN. Having taken the council this amount of time to respond. Is there a time limit before the ticket becomes obsolete?
