I was hoping someone would be able to help me as I'm finding a lot of information online, but its just leaving me a little confused. I live in an area where the parking is controlled by UKPC. I received a charge for parking in my flats bay without a permit (it had fallen off the dashboard). I complained to the property management who said that they could only ask UKPC to reduce the charge instead of cancelling it as they had a valid reason to charge me. I have since spoken to my landlord and found out that he actually owns that parking space as he bought it when he bought the property. Am I able to appeal this as the fine is a breach of primacy of contract? Also how would I need to phrase the appeal. Thanks!
