Congestion charge notice

I have received a congestion charge notice which I honestly wasn't aware that it was applicable on weekends. Further more I also observed that it got applied by just 3 minutes cutoff time. We entered CC zone at 1757 on a Saturday evening and now I learn that it's cut off is 6pm.

Do I have anyways to appeal any grounds etc or have no choice but to pay reduced £90 by 8th September. Only received notice today.
