I cannot believe what happened today, but it did!
While sitting in the car, I offered to pay for the parking via my phone app. I asked the driver for the vehicle registration and entered it into my app. I paid the fee, and it was accepted. A while later, a council parking attendant printed off a ticket and placed it on the windscreen.
Despite explaining we had paid and showed the app, he replied, "Too late, I had already issued the ticket!"
The PCN showed 10:53, whereas the parking receipt showed 10:51. He would not discuss it with us; he just scowled and said we should pay within 14 days for a reduction.
We can successfully appeal this PCN, but how can the attendant behave like this?
