    Totally disgusting response to appeal from local council
    as regards appeal against PCN and their warden's behaviour.
    Guy got into an argument with one of my customers who
    complained independently about him - as did a total stranger
    who stopped to watch the argument and commented on the
    "disgraceful" way the warden was talking to my cusomer.
    The ticket was on my car, outside my shop. I appealed
    on the grounds that I had recently had a stroke and had
    been feeling unwell when the traffic warden appeared. I
    had been discussing how best to get myself home when the
    guy appeared. He was told this and could only comment
    "Well, she managed to drive here" before slapping a ticket
    on my car.
    The response of the local authority did not address the
    disruption to my trade, the altercation with my customer
    or my comments about the warden's behaviour. It merely
    stated that ther was a notice giving me 30 minutes to park
    in the bay and there was a 10 minute overstay.
    Basically, the authority condoned the warden's behaviour
    by failing to address the main part of my complaint.
    My question though is to do with the road markings. #Bollards
    separate the pavement from what is really an apology for
    a pedestrianised area. There are no bay highway markings,
    leading me to believe that the parking areas the authority
    refer to are not highway at all.
    If the land is not highway or taxpayers'/council land,
    how do I set about checking this before taking the council
    to task further? Can anyone advise?
