am looking for advice on this Parking charge notice I received in today 07/12/22 through post? It’s from a private firm called civil enforcement based in Liverpool and I am in Scotland Ayrshire anyway incident date was 16/11/22 and issue date on it is 22/11/22 have I got any case against this fine due to it being more than 14 days after incident date that I received this letter? Also it is saying the creditor does not know both the name of the driver and the current address for service for the driver. You can therefore choose to pay or appeal but can’t do both??? This doesn’t sound right to me as they don’t know driver and are wanting me as keeper to pay straight away?? This is my first contact with them no ticket on windscreen or previous letters from them just this one received.
