IPC member sent notice to keeper late, just received a response

hi i received a notice to keeper 4 weeks after the alleged offence, the letter direct =s everyone to the 'my parking charge' website to pay or appeal. I went online and loaded in a letter saying tthe following

• The notice to keeper is incorrect
  The Notice to Keeper failed to meet the obligations of Schedule 4 of the POFA Act 2012. It arrived late, ie after 15 days following the alleged parking offence.

theyve replied with the below in italics (vague response) and again inviting me to go back to the website and pay or strangely appeal, is the next step to go to the IAS please?

We must note that parking operators can legitimately request keeper details for the purpose of pursuing a parking

contravention provided that this request is made less than 6 months from the date of the offence, We can confirm we

have adhered to this timescale in these circumstances.
