This may or may not fall into a legal issue, apologies if it doesn't.
I witnessed today a car being hit by a skip lorry and recorded it on my dashcam. A lady passing by made the driver stop to give his details as she felt he was going to drive off. I had a passenger in my taxi and they were in a hurry so I thought I'd go back and leave a card on the windscreen to tell them I was a witness.
When I went back the car had gone and for all I know the driver of the lorry might not have left his details.
Is there any way of tracing the owner or does data protection law make that a no go?
