New build in private road

Our neighbour has applied for planning permission to build two houses on a single plot next to our house.* In his application he has shown a grass area as being an existing driveway, which will go to the second house, but this has never been a driveway and until Christmas was planted with fruit trees.* Somebody has told me that if you want to create an additional driveway off a private road you need to apply to the residents association of the road for permission.* Does anyone know if this is correct
