  • property information form: aware of proposals to develop?

Hello, I really hope someone can help me decide how to answer!
On the property information form question 3.2 say "is the seller aware of any proposals to develop property or land nearby, or of proposals to make alterations to buildings nearby?"
    My questions are:
By "aware" does that mean a quick chat where a neighbour said he was thinking of doing an extension but wasn't sure when (i.e. not definitely)?
Is a "proposal" a legal word or just an intention to do something?
What is an alteration to a building? Is a velux window an alteration? Is a dormer an alteration? or does it mean something significant like an extension? Just checking!
Is being aware of "proposals to make alterations" the same as knowing a plan to do it, i.e. a solid timeframe and intention or could it just mean that a neighbour once said this was something he was thinking about? Becasue if that's the case then there are a few I could put down (but I won't becasue I think that will be silly).
And how far into the future does this go? I mean if the neighbour said 'in a year's time I think I'll build and extension' then is that a proposal??

    thanks!
