VAT not on invoice required for vat registered

I've been sent an invoice from a solicitor that is VAT registered but the vat shows as 0 which makes feel like something is wrong with it. Example invoice 1600 including vat but there is no breakdown of the vat and the vat part shows as 0. is this legal? sounds like he is pocketing it for himself.
