BSY not providing what was originally offered

My husband is studying distance learning with BSY and on initial discussion the practical aspect of the course was to be offered in a town only 20 mins drive away which is why he went with them. He has been doing the modules and paying monthly. He then received a letter offering the practical in Devon which is around 8 hrs away! He rang and was told they could offer in a town 1.5hrs away and he shouldn't have been told the original town as it's not an option for this course. Is there anything he can do even if it is to get the additional transport costs??? Thanks
