Transfer of house

Hi, can anyone help with this document. My mum died December 2023. House was left to sibling. As yet probate has not been done. House was protected right to buy and purchased in 2021.
attached is the purchase document, can anyone advise me what the conditions on this document would mean if the proprietor dies.

The executor should contact Walsall Housing Group Ltd to obtain the full terms and conditions of the right to buy sale. This company is still active

IMO if the property is sold within 5 years from purchase the estate will have to repay the discount in full or in part, depending on the terms and conditions

If the property is sold or transferred within 10 years of the sale (May 2031), then to effect the sale the permission and a certificate is required from WHGL
If this company no longer exists, a certificate to that effect is required from the local housing authority
