Please read the article "What happens if I buy a car with outstanding finance?" at www.whatcar.com

The article explains what an unfortunate buyer should do and that it is down to the finance company to prove that the new owner does not have good title

Your daughter should also write to the garage that sold it to her, pointing out that it is illegal to sell a car with outstanding finance

thank you very much thats a relief to read:

What happens if I buy a car with outstanding finance?

If you bought a car and genuinely had no idea that it had outstanding finance, you have the right to keep it. This is called ‘good title’ and means you bought the car in good faith with no prior knowledge of the problem.
      Thanks

Yes most dealers advertise a car as HPI checked.
Breaking the law by selling a vehicle with outstanding finance (the finance company still owns the car, not the dealer) may have serious consequences on the dealer's business
