    Site - residential (block of Housing Association flats).

    Vehicle had broken down on arrival re a visit to a resident.

    Windscreen ticket(s)....3 in total.

    Unpaid, so Notice(s) to Keeper sent within the 29-56 day window(s).

    Soft appeals to PPS......appeals rejected (surprise, surprise!).

    So off to POPLA with a comprehensive appeal citing all sorts. (Non-compliant signage, non-compliant NTK etc.).

    Appeal successful!

    POPLA needed to go no further than non-compliant NTK.

    The thing that really got my goat was that it is clear from the photos supplied by PPS that there was oodles of empty parking spaces. The norm, rather than an exception at that site, day & night. The vehicle wasn't causing an obstruction, wasn't unsightly or unroadworthy. It had just broken down due to a minor (but catastrophic) electrical fault.
    But PPS wanted their pound of flesh.
    They got burger all instead!
