  • Do I have the right to own a bank account?

    Hello there I have recently (in the last 30 days) changed my address and my name by deed poll.
    I made my own deed poll using this link https://www.gov.uk/change-name-deed-...dult-deed-poll
    But my bank LLoyds will not accept it as they believe it to be a copy and the manager says she has seen them before and they look nothing like the one I have shown then.
    The DVLA and passport office have accepted this and I now have a new passport and driving license in my new name
    HM customs and revenue have also accepted this deed poll and as of such I now have letters from them in my new name.

    I have applied to several banks to open a current account but they can not verify my identity so they have forward copies of my documents on off to a special/ secret department to do some check.
    I have a bad credit history (under my old name), not for borrowing money and not paying it back but for non payment of fines.
    And I think it will be possible for these secret department to have information about me in my old name as good enough cause to refuse me a bank account, or they may not be able to verify who I say I am now and use this to refuse my account, even though I only want a very basic account, I don't want an over draft or a check book I just want money to be paid into it and be able to withdraw said funds.

    Because of my own experience I have good cause to believe that these secret departments will refuse my right to own a bank account because a month ago I tried to set one up with Nat west (in old name) in the branch and at the end of it she told my that something has come up on the system and we need to send it off to our secret department for review. She phoned me up later that day and said I am really sorry but the system has declined your application.

    Another example of myself being refused the right to own a bank account is the other day I applied over the phone with santander and I was told because I do not have a permanent address just a C/O address they where unable to help me. Even though (as stated above) I have a letter from the DWP, HM customs and revenue, DVLA that match the same address on my driving license

    I was listening to the radio a while ago and I did not get the gist of the full story but I heard them closing peoples account down while they where and because they where in prison.

    I know all these banks are singing off the same him sheet because they are all run by or belong to the central banks who in turn are an organization that part run the shadow government and thus controlling us all!

But with out owning a bank account I will not be able to gain work with an employment agency because the only way they will pay me is direct into a bank account and with out having one they will not not use me! as of such with out holding a bank account I will sufesuffer financial loss hard ship. But my question is do I have the right to own one?

    Banks are not under any legal obligation to provide anyone with an account.

      Why not email the CEO and state that the bank is refusing to accept your change of name, and mention that DVLA, the Passport Office and HMRC have accepted your change of name. Furthermore, tell them that the complication is that you changed address within that same time frame.

      The rest of the conspiracy stuff might not bee what you think it has been. Multiple attempts to open an account might throw up a flag, your own banking history with no credit cards or loans might throw up a flag. Even the address you have moved to or from might have an affect on this.

        If I recall EXC I think there was some EU law that was implemented a year or two ago that said all consumers are entitled to a 'basic bank account' for those who are serious in debt or have many outstanding CCJs

        I don't think the basic bank accounts are subject to a credit search but the banks carry one out for verification purposes and the requirement was sufficient identification to prove who you were.

        I may be wrong and there may be conditions attached but I'll have a hunt for the legislation, as I thought it was to enable those who can't get current accounts from banks to at least have an account to enable them to be paid wages and pay out bills.

          Basic bank accounts

          From September 2016, you will be entitled to open a basic bank account if you are ineligible to open a standard bank account, unless it would be unlawful for the firm to open the account. A basic bank account will not include an overdraft facility, but must allow you to pay money in, withdraw money, execute direct debits and credit transfers, and make card payments (in shops and online).
          Basic bank accounts are offered by a number of banks and building societies in the UK. A list of those that are required by new legislation to offer these accounts for free (apart from fees for using it abroad) can be found on the HM Treasury website(link is external). Other banks may offer basic bank accounts but they may not include all the features listed above or may include charges.
          Full information about access to basic bank accounts and eligibility requirements can be found on the Money Advice Service website(link is external).

              Section 0.6 Designation of credit institutions to offer basic bank accountsAt Budget 2016, the government designated the nine largest providers of current accounts in the UK under the Payment Accounts Regulations.                 So have Natwst and Santander been working unlawfully and or are they in breach of contract?
                If it is the latter and I can prove I have suffered financial loss and hard ship then I may be able to claim compensation because

                    the word Eligible applicants comes to mind, = like any Bank/organisation can take you on or not - seems to be the regulation is another IF/BUTS like most of the UK Regulation as set in most cases advisory unless it suits the Government.


                    Give Regulators a ring and ask the simple question to them I suggest!

                      If its just a basic bank account why don't you try one of the none high street banks. I have 3 Barclays accounts but i also have a cash card account with "Cashplus" this is off the radar because they do not do credit checks i've checked my credit profile and it does not show and ive had the account a couple of years basically you pay in at a post office or people pay in by transfer and you can withdraw from a cash machine or pay with the card on-line or they gave me a £250 overdraught after about 6 months still no credit check the only thing to be aware of is using the card at machines costs £2.00 so i only use it for larger amounts and mainly pay using the card. look into it yourself as this is starting to sound like an advert.

                      note the above is based on my own expirience

                        CEO = Chief Executive Officer of the company (big boss man/lady) so Antonio Osorio must be the one you need to contact for Lloyds bank

                            have you checked your credit file in either your old or new name to see if there are any CIFAS or fraud markers on your file?

                            Your wiki link is, remember, just a theory - might be true but just a theory

                            Are you on the electoral register under either name

                            Criminal convictions should not stop you having a bank account as far as I am aware

                              Now I have just been into barclays bank to set up an account for a basic account (not a current one) this morning
                              And the woman there lied through her teeth through out; she knew I have had a change of name by deed poll, now I don't know if this is because of the passport check if she knew me before in person but she now says that something has come up on the system and it wont be 24hrs it will be 48hrs before these checks can be made and we can give you a decision. one way or the other she is going to decline it because she dose not like the look of my face.

                              So the more amo I have in front of me when she calls me back the better. now I can quote the "UK compliance with the EU Payment Accounts Directive" but if there is a way I can as you put it "find an advisory uk regulations" that stats this is a breach of contract then the better my chances are of opening the account. I have googled breach of contract and I can only find on it is breach of an employment contract.
                              Can anyone provide further please

                              You see these people like to control and suppress us and they claim that they are doing it as they are working within the law but this is complete hypocrisy. its like the butter wouldn't melt story. so we must not be bullied or brain washed by them
