    Hi, hope someone can help.
    Today i received a letter through post from Smart Parking/location Matalan cheltenham.

    ""The signage which is visibibly displayed at entrance to the carpark,states that this is private land and the car park is managed by smart parking.
    By either not purchasing the appropiate parking time or by remaining at the car park for longer than permitted,in accordance with the terms and conditions set out in the signage the parking charge is now payable to smart parking""
    The letter shows camera images of my car entering the car park at 12.41pm and then exiting at 2.43pm..

    The driver paid for 2 hours parking.

      so i should appeal with something like this..

      Dear Sirs,

      I, as registered keeper, wish to invoke your appeals procedure. The driver is a genuine customer and paid for 2 hours parking. The cctv shows the driver entering at 12.41 and exiting at 12.43. Therefore the driver paid for the right amount of parking giving time to enter carpark and pay for parking and also giving time to exit car park that is traffic lighted.

      I note that the notice to keeper is fundamentally flawed when compared to the protection of freedoms act 2012 schedule 4 paragraph 9.

      Should you reject my appeal, please supply a popla code.
