    So I've looked after my step son with my partner for five years. He won full residency and custody in 2011 and his biological mum hasn't seen him since 2012. I really want to get pr of him as I'm his mum and would like the same rights other parents have. But don't know where to start.
    I printed off a pr form but my partner doesn't believe she will sign it. I was going to write her a letter to say that csa (£20 per month) and the arrears of £800 will be cleared. But don't know how it will go.
    Is there anyway I could do it without her signature ? Any tips and advice would be much appreciated.

      Contact your local family court officer (for your area) and request the family procedure Form for a court order relating to parental responsibility. If you can't find these details, give me your general location and i'll find the number for you. The law generally is that if the biological parents won't give you permission for step parenting responsibility under section 4A (1 (a), Children's Act 1989, you could possibly get a court order under 4A (1 (b), (as amend s.112, Adoption and Children Act 2002) without parental consent being necessary. The 2002 Act apparently gives step parents rights without having to get an adoption order, according to my research.

        Thank you both. I live in Northamptonshire. I wanted to get the pr form but wondered if I needed a lawyer to draft letter to explain the form to the biological mother. If you could get a number for me that would be wonderful. Thanks in advance
