    Hi can someone please advise me. I had an appointment at hartlepool hospital so entering the car park the ticket machine had a plastic cover over it, unbeknown that there was new parking regulations and the fact I did not notice any signs due to this lack of knowledge regarding these companies, I genuinely assumed it was broke, on exit from the hospital I drove out as usual but with the barrier up which again I thought it must be temporarily broke, 2 weeks later I received a letter saying I was to be charged £70.00. As I have not visited or been admitted to hospital for many years this was my first visit in a long time, I have always had knowledge of the normal paying procedure which is press button to recieve ticket then pay on the way out or in some places buy a ticket from the machine and display in car window. I do feel cheated and had I known I would have paid as I have always complied with car parking terms and paid my way each time. Can someone tell me where I can go from here to appeal

    P.S - Also I was driving my daughters car at the time which I am legally the second driver but the letter was obviously addressed to my daughter.

      Dear Sirs,




      I, as registered keeper, wish to invoke your appeals procedure. The driver could not pay as the machine was out of order. In any event your charges are penal in nature and not a genuine pre estimate of loss.




      I am under no statutory obligation to name the driver and will not do so.




      If you reject my appeal please supply a popla code.




      Yours etc








      If they supply a popla code please return and i'll sort out a popla appeal for you.

          Hi M1, Parking Eye have replied stating that my appeal has been unsuccessful. They stated in the letter that a judge had recentley presided over a court hearing with Barry Beavis & Martin Wardley and at the end of the letter stated that the judge ruled in Parking Eyes favour. However they stated that as a gesture of good will they will extend the discount period for a further 14 days (£40.00) I am in a dilemma, I don`t know whether to just pay this amount and be done with or carry on appealing. Please advise

              Hi Kati, on the front page it has PCN Ref No. and underneath it has POPLA Ref: xxxxxxxxxx, would that be the code?

                      Well as you were driving and your daughter is the registered keeper she has a free shot at popla. If she loses she names you as driver and you must be given a PCN of your own.

                        I have decided I am going to pay this appalling parking charge and at least now I am aware of these private companies and what they are capable of. I personally think it is a total con and if I had been made more aware i.e signage all over the car park as they stated, and which I did not notice, and the fact that on entering the car park, the ticket machine with a plastic cover over (which should have been the main source of information) should have had some sort of notice on, just makes me believe more now that they are intentionally trying to trap the public, its a total money scam like everything else in this world. Anyway sorry about the rant and thank you for your time and advice.

                              I`ll be honest M1, the reason I am doing this is because I am away on thursday for 10 days and come back on Bank Holiday Sunday so I would not be available if you needed info etc from me, do you think I should still go ahead with this and if so where do I go from here.
