If you ask for a replacement card, you will be sent a new one with the same 16 digit number. If you report a lost card, they will send a new card, with a new 16 digit number, new expiry date and, most importantly, a new 3 digit security number. The old card is cancelled and the details on it cannot be used.
Having someone's bank account number and sort code is useless - think about it, this info is on a cheque and nothing can be done with those numbers alone.
