    The most important thing here is for you to continue communicating with B&S. You must prevent them vising again as this will add further fees to your account. In your first post, you state that your goods are bound. This means that there is no levy on them and that the 2 x £75 fees are correct. The complaint to the council should hopefully be enough to suspend enforcement action whilst it is being investigated.

    I have no idea what happened in 2012 or what the levy through an open window is all about but it would have been an illegal levy and all fees connected with this should be refunded.

    See what happens regarding the call that you are expecting tomorrow. If they agree to your offer , then you won't have the worry of further visits. You can continue with the complaint. The decision to involve bailiffs was very harsh as others have said.
