The fact both letters come from the same address is pretty irrelevant as it could well be a mailing address, these people just churn out letters from any of their clients and post them out.

I would just write to AG with a copy of the letter saying that the account was subject to a previous attempt to enforce in court but that idem discontinued and why . Include a copy of the discontinuance letter . I wouldn't be surprised if AG didn't send it back to IDEM pronto

Email them and tell them they already tried and failed with court action.
