    I'm quite far advanced with my claim against Cap 1. In fact they made me an offer last week of all the charges (£1300) but they defaulted me on £780 of that.
    I want the default removed, can I refuse to sign the Notice of Discontinuance??

    You need to reject the offer as not being full settlement of your claim, full settlement will only be charges returned plus removal of the default, don't accept anything less but don't go to court just for default removal. If they don't want to appear in court they will agree to the default removal before the court date.
