  • Penalty Charge Notice - Civil Enforcement ltd

I have just received a Court notice re Civil Enforcement Ltd Penalty Notice for overstaying 20mins in Co Op free Car Park. This relates to March 2012 before legislation changed. Can the New Law of Oct 2012 be retrospective. Do they have Propriety Interest on Co Op car park?? The charge of £90 is unbelieveable and unfair. I was shopping in the Co Op at the start of parking but came back within time to buy frozen items to take home. The Court document is for breach of contract. There was loss for them as plenty of spaces to park and signage small and not noticeable. Would have to walk up to them to read if one had espied them.
