R v Passmore

If a change in a person's circumstances did not affect any entitlement of his to any benefit under the social security legislation there was no obligation to disclose that change to the prescribed person.

My summary interpretation of this is basically:

The recipient of the benefit did not need to disclose their change of circumstances because their financial situation (income) had not changed , therefor the amount of benefit they received would not change.
