    Child Maintenance and Enforcement Commision
    To take on new maintenance cases. It will take over cases from the Child Support Agency in 2013 or 2014

    Schools in England will be able to offer all children childcare between 8am and 6pm throughout the year.

    Child maintenance disregard increases
    The disregard of child maintenance by Income Support, Jobseekers Allowance, and income related ESA goes up from £20 to £40 a week.

    Plan to increase paternity leave (to use half of the year of the mother's maternity leave). It was due by end of 2009 but put off till now.

    Retirement Pension and related changes

    • State Retirement Pension equalisation (65 for men and women) begins to be phased in till 2020.
    • Improvements for carers and women who have been unable to pay sufficient National Insurance Contributions (NIC’s) to get full Retirement Pension
    • 30 years NIC’s needed to get full RP (instead of 44 for men and 39 for women).
    • Home Responsibilities Protection replaced by weekly credit for parents and those caring for severely disabled children
    • Contributory credit for those caring for disabled people for 20 hours or more
    • Retirement Pension linked with earnings
    • National Insurance credits will be awarded for periods that were covered by Home Responsibilities Protection before 2010.
    • Other changes at other times include Retirement age to increase in stages from 2024.

    Lone parent - not!
    One reason for getting Income Support is being a lone parent with at least one child under 10. As soon as there are no children under 10, then JSA has to be claimed instead
    The Government plans to lower the age to 7 in OCTOBER 2010.

    It went down from 16 to 12 in October 2008 and to 10 in October 2009.




    Other reasons for getting Income Support:
    There are several reasons why someone may be entitled to claim Income Support. For example: they have children for whom the middle or highest rate care component of Disability Living Allowance is payable, or they claim Carer;s Allowance, or are fostering. People with a health problem or disability may be able to get Income Support or ESA on the basis of being incapable of work. There are other reasons for getting Income Support.

    Maternity leave pay period extended to to 52 weeks by the end of the parliament. Announced in Pre budget 2004

    Present Post Office card accounts contract ends and uncertainty whether they will continue. Payments by cheque phased out.

    Removal of benefits cheques - issuing 'prepay' cards or paying direct to bank accounts instead . Closure of post office card cash accounts - benefits paid direct to bank accounts or the new prepay cards.

    Family Fund extended to 17 year olds
    The Family fund gives grants to low income families with a severely disabled child. Help was extended to 16 year olds in April 2008.

    Benefits paid fortnightly instead of weekly, on a different day depending on your NI number, and always in arrears not in advance.

    Annual Leave rises from 24 to 28 days per annum

    Incapacity claimants have to undertake a work capability assessment (like health checks undertaken by private companies to say fit or not fit to work)

    From April 2010
    • Increase of the child element of child tax credit will increase by £25 per year above indexation.
    • The child maintenance disregard in income support, income-based employment support allowance and income-related JSA will rise from £20 to £40 per week.
    • Cost of prescriptions in Scotland reduced to £3.
    • Cost of prepayment certificates in Scotland goes down from £38 to £28.
