    I get that certain lessons are compulsory, PE being one of them. But if my daughter didn't have her PE kit in school, can they still make her participate wearing just her underwear?

    Would the school not have spare kit for just this reason?? I know I'd have been more than annoyed if someone had told MY child they had to do PE in their underwear!!

    How old is your daughter??

        This is not on the child however old should not be embarrassed in this way, personally I would raise a formal complaint with the head and the chair of the school guvnors.
