    Might need a little bit of context before you get a decent answer, but I'd hazard a guess it's going through the notes/documents of a case to see where things are at ... rather than an indepth analysis of papers ?

        It sounds to me to be a charge for the time spent reviewing the notes and documents to decide if you have a case/defence or if anything needs doing.

        Personally I think perusing is a rather inappropriate word and simply reviewing would have been more apt however the end result is the same
