Unpaid pcn and Bailiff problem

I have recieved a notice of intention to take control of goods from an unpaid penalty charge from a car that i have never owned but was registered in my name and address. I havn't ever owned the car so it seems that someone has used my name and address frauduantly. What do i do to stop bailiffs harassing me and potentially taking my property?

If it was registered in your name did you not receive the V5 log book and tax reminders?
