Parking Notice in Badly Lit Housing Estate

Hi - I too received a PCN.

- Visiting a housing estate and there are four lamp posts with parking restriction signs on, however 3 of those lights are not working so i didnt see the sign.
- I went up the the third floor where my friend lives and she handed me a pass and told me to display it.
- I returned to the car only to find the parking fine had been issued.
- I appealed on the grounds that signs are not visible and they rejected and to pay up or appeal to POPLA. I have a Verification code, is this this POPLA ref?

What should I do now? I have video and photographic evidence showing the lack of lighting.

Should be 10 digits. If it is then you should appeal to popla along the lines of http://www.legalbeagles.info/forums/...-Appeal-Letter which should be amended to suit your circumstances. The genuine pre estimate of loss part is winning all the time at present.
